Most U.S. state IDs are not true bring-your-own-photo workflows
This is the point people usually miss. In the United States, a passport photo is federal, but a driver license, non-driver photo ID, and REAL ID card are still state workflows. In most states, the DMV either reuses the photo already on file for online renewal or takes the new picture itself at the office. That makes a lot of “DMV photo” searches sound easier than they really are.
That is why Passlens should not pretend every state-issued card can be solved with a passport crop. The honest rule is simpler: if the state clearly accepts a user-supplied digital or printed image in an official lane, we can model it as a preset. If the state keeps the photo step inside the DMV, BMV, MVA, PennDOT, or Photo License Center, the right answer is to say so plainly.
Passport rules are federal. State IDs are not.
A U.S. passport photo still follows the same federal 2 × 2 inch rule no matter which state you live in. That is already covered by the U.S. passport photo guide and the standard US Passport preset in Passlens.
REAL ID does not create a separate national photo format. It changes the document standard for state-issued cards, not the idea of a passport-style portrait. In practice, that means the state office still controls the image in many REAL ID and non-driver ID workflows. If that is your real goal, the REAL ID photo guide is the right place to start.
State photo IDs and REAL ID usually follow the same office-controlled pattern
This is where a lot of search intent gets mixed together. A user may search for state ID photo, non-driver ID photo, or REAL ID photo and assume that means there is a printable or uploadable portrait requirement they can prepare at home. In many states, that is not the real workflow. The office still controls the final card image, even if the user can renew online or start the application digitally.
Pennsylvania is a good example. PennDOT separates the document application lane from the Photo License Center lane, which makes the photo step explicit. New York is another. The DMV office remains the source of truth for the card image even when the broader application path is already clear online. That same pattern shows up in many other states even when the local agency uses different labels.
So the correct system rule is straightforward. Keep one national preset for the federal passport workflow. Keep the narrow state presets only where the state clearly accepts a user-supplied image. Treat most state IDs and REAL ID cards as office-controlled unless the state explicitly documents a real bring-your-own-photo lane.
The state workflows Passlens can actually support today
After reviewing current public state guidance, only a small part of the U.S. map clears the bar for a real preset. Those are narrow mail, military, or out-of-state workflows where the state explicitly calls for a user-supplied 2 × 2 passport-style photo.

That is a much smaller list than people expect, but it is the defensible one. A state page that quietly ignores office capture or photo-on-file rules is worse than no page at all because it sends people into the wrong workflow.

What to do if your state is not preset-supportable
- Check whether your state is really talking about a normal renewal, a military or out-of-state exception, or a REAL ID office appointment.
- If the state controls the image, follow the DMV, BMV, or Photo License Center workflow instead of trying to force a passport-style preset into the wrong lane.
- If your actual need is federal travel or a document the government does let you prepare yourself, use the matching preset for that document instead.
- If a state page changes and starts accepting a clear user-supplied photo workflow, that is the moment to add a new preset. Not before.
