Why baby passport photos need a different workflow

A baby passport photo is still a document photo, but the shooting setup is different. Babies cannot follow instructions, sit still, or hold a neutral expression on command. The job is to make the setup simple enough that the photo can still be checked fairly.

The safest starting point is usually a plain light sheet, soft light, and a camera held directly above or in front of the child. Do not leave hands, toys, pacifiers, or another person in the frame.

A simple setup that works for many infants

  1. Lay a clean light-colored sheet flat and smooth it as much as possible.
  2. Place the baby on their back and take the photo from above.
  3. Use soft light from a window or room light, not harsh flash.
  4. Take several photos while the baby is calm.
  5. Choose the clearest frame before cropping online.

For older babies and toddlers, a seated photo can work, but the same rule applies: the child must be the only person visible and the face must be clear enough for identification.

Which rules may be relaxed for babies

Some authorities relax expression or eye-open rules for young children. GOV.UK, for example, says children under one do not have to have their eyes open, and children under six do not have to be looking directly at the camera or have a plain expression. U.S. guidance also gives specific baby and toddler photo tips.

Those exceptions do not remove the rest of the photo requirements. The photo still needs a plain background, clear lighting, no other people visible, and enough face detail to identify the child.
